Government Resolution of the Russian Federation No. 682 dated 15 June 2018 (as amended on 11 April 2025) "On the Approval of the Regulations on the Ministry of Science and Higher Education of the Russian Federation and on the Revocation of Certain Acts of the Government of the Russian Federation."

The Ministry of Science and Higher Education of the Russian Federation (Minobrnauki) is a federal executive body responsible for formulating and implementing state policy and for statutory regulation in the fields of higher education and related further professional education, scientific, research and technological, and innovation activities, nanotechnology, the development of federal research and high-technology centres, state scientific centres, and science cities (naukograds), intellectual property (with the exception of statutory regulation concerning the control, supervision, and provision of public services in the area of legal protection of inventions, utility models, industrial designs, computer software, databases, and integrated circuit topologies, trademarks, service marks, geographical indications, and appellations of origin), in the field of social support and social protection of students, youth policy pertaining to young people studying and/or working in organisations engaged in educational activities under higher education programmes and scientific organisations, as well as functions relating to the provision of public services and the management of state property in the fields of higher education and related further professional education, scientific, research and technological, and innovation activities, including the activities of federal research and high-technology centres, state scientific centres, unique scientific testbeds and facilities, federal centres for shared research facilities, leading scientific schools, the national next-generation research computer network, and information provision for scientific, research and technological, and innovation activities.
